Arrange the sliced sirloin steak in the slow cooker.
In a mixing bowl, combine the beef consommé (or broth), low-sodium soy sauce, brown sugar, garlic, ginger, cornstarch, sesame oil, onion powder, and black pepper. Stir well until fully blended, then pour the mixture over the beef.
Secure the lid and cook on LOW for 6-8 hours or HIGH for 3-4 hours, until the beef is tender and fully cooked.
